Type the text with a thick font.

| Layer >> Flatten Image
Filter >> Stylize >> Diffuse (Mode: Darken Only)

| Blur >> Gaussian Blur (Radius: 1.0)

| Step 4: | | 
| Distort >> Ripple (Amount: 78%)

| Image >> Adjust >> Invert
