INSTRUCTIONS:

| Create a new image
Resolution: 72, Mode: Grayscale, Content: White
Type the text with a thick font.

| Select >> Load Selection
Channel: ICE Transparency
Layer >> Flatten Image
Select >> Inverse
Filter >> Pixelate >> Crystallize
I used Cell size 8

| Select >> Inverse
Noise >> Add Noise
Uniform, Monochromatic, Amount 70
|
| Step 4: | | 
| Blur >> Guassian Blur
I used Radius 2.0
|
| Step 5: | | 
| Select >> Deselect
Image >> Adjust >> Invert

| Step 6: | | 
| Image >> Mode > RGB
Image > Adjust > Hue Saturation Click Colorize
Drag the Hue slider to 212
