How to do it step by step...
INSTRUCTIONS:

| Create a new image.
Set the foreground color to "#FFFFFF" ( white ).
Set the background color to "#000000" ( black ).

| Select Filter >> Render >> Clouds.
To get a nice random effect.

| Select Filter >> Stylize >> Emboss.
To get a nice random effect.

| Select Image >> Adjust >> Brightness/contrast.
I used -11 brightness and 27 contrast .
